The situation was very bad for the Jews in Eretz Yisrael that year. Usually by the month of Cheshvan the rains start, but that year there was no rain in Cheshvan. No rain during Chanukah. A few weeks later it was Tu B’Shevat, when the trees are supposed to begin flowering. The sky stayed blue, without a trace of clouds. Then it was already Adar. Purim was coming and it still hadn’t rained! The trees and fields, usually full of color from wild flowers and budding fruit trees, were dry and brown.

Eretz Yisrael depends on rainfall for most of its water. What would the people drink if the rain didn’t fall?
